Some nice new colors and a new pricing scheme. I haven't been able to discern anything changed from '23 in the photos or the text. Perhaps others have some insight.
 
...the base trim is officially gone. It looks like the 2024 Special lost ARH as standard feature, which is now an add-on to the Special. If you don't need ARH, the Special just got cheaper. Getting the fairing in a different color is now $100 more than the premium plus color.

Um I believe the ARH was always an option on the special but it was 1k not 1200 and not available on the standard/base Pan. But true, if you are long in the legs save your money!
 
HD Service Portal also has M1615 posted, which includes the updated part numbers for the 2024 Rev Max charging system. Same max output, but now makes more output at idle and low RPMs. Of note, it can only be retrofitted to 21-23 engines if you replace the cooling manifold with a new one that's been machined to provide needed clearances of the new parts. The bulletin cautions that using the new stator and rotor assembly alone will cause engine damage.

I read at another forum that the main difference between 23 and 24 is the updated charging system. Supposed to have more power at idle and low rpm.

It's also rumoured to have entire new wire harness to the bike.
 
This is from Pan America Owners Facebook page: "There is a recent update to the charging systems in the Pan America, with charging output increased at idle. This will be standard on all 2024 models, but there is a A Revolution Max Charging System Service Kit is available to retro fit 2021-2023 Revolution® Max models. Service bulletin M1615"

As far as I understand this is not a recall or covered under warranty item.
